Congress
Congress legislates at the federal level, creating policy that impacts the entire country. Congress shapes federal spending, tax code, and more. As the "voice of the people", Congress is perhaps the most important arm of the U.S. government.
The U.S. Congress, composed of the Senate and House of Representatives, contains many specialized committees, such as the Senate Committee on Finance, the Senate Committee on Energy and Water, the House Committee on Transportation and Infrastructure, and more. Legislation begins in committees and, once approved, is brought to the floor of the House or Senate. The FCHEA follows bills and provides feedback to Congress throughout the legislative process, from committees to the floor.
In 2009, $120 million in budget cuts were proposed to the Department of Energy’s Hydrogen and Fuel Cell Technologies Program. The U.S. Fuel Cell Council and the National Hydrogen Association responded by rallying the industry. The effort was successful and Congress restored the $120 million in proposed cuts. Created by the merger of the USFCC and the NHA, the FCHEA will continue to advocate for appropriate funding for fuel cell and hydrogen technologies.
